BINGHAMTON, N.Y. - A flag was raised outside Binghamton City Hall Thursday to promote a holiday important in the black community, Juneteenth.
Juneteenth commemorates June 19, 1865 when General Order No. 3 was issued emancipating any African Americans that were still enslaved.
The theme for this year's event is Together We Rise.
Committee Member Kymel Yard says it's important for people to understand history so that we can continue to improve as a society.
