An explosive new federal lawsuit is accusing Broome County Family Court Judge Rick Miller of sexual harassment and subjecting his employees to pornography and lewd behavior.

The suit was filed in the Northern District Court today on behalf of Rachelle Gallagher and Mark Kachadourian.

The 22 page document outlines a series of alleged offensive acts that Gallagher, Miller’s secretary, and Kachadourian, the Court Attorney, were forced to endure.

They include tricking them into seeing nude photos, including one of a co-worker, graphic and crude descriptions of sexual acts and the Judge’s own sexual desires, and repeatedly demanding that Gallagher satisfy his sexual needs.

The suit, which was filed by Albany-area attorney William Dreyer, also accuses Miller of threatening the plaintiffs with physical harm or death if they betrayed him.

Miller was removed from the bench and reassigned to other duties during the Summer of 2017 as the New York Unified Court System investigated allegations made by Gallagher and Kachadourian.

No word on the status of that investigation.
