Finance Director – Greater Binghamton Chamber of Commerce

Agency Background: The Greater Binghamton Chamber of Commerce (GBCC) is a nonprofit organization with over 800 business and nonprofit members, serving the region of Broome County, New York. We help organizations of all sizes connect, collaborate, and succeed through education, advocacy, networking, and community involvement. Our aim is to support the existing local business community and the attraction of new businesses to the region through member-driven programs and services, the development of strategic community partnerships and effective political advocacy. We help to provide organizations with the tools, resources, and an environment for success, empowering growth. We have several affiliated organizations that promote economic growth through tourism and education including Visit Bing, Greater Binghamton Educational Outreach and Southern Tier Welcome Center.

Position Overview: The Finance and Administration Director is a manager level position, responsible for the administration of all financial aspects of the Chamber and all its affiliates. Additionally, this position serves as a liaison to staff regarding all group insurances, and administers human resource functions.

Performance Responsibilities:

  • Perform all accounting functions including but not limited to A/P, A/R, general ledger maintenance, invoicing, and input of daily deposits using QuickBooks software
  • Create and input monthly general journal entries to adjust prepaid expenses and deferred revenue to actual; reconcile entities’ inter-company receivable and payable accounts; adjust membership accrual accounts to actual; and allocate postage and copy expenses to correct events and entities
  • Prepare monthly financials for the Chamber, Convention and Visitor’s Bureau, Gateway Information Center, Greater Binghamton Education Outreach Program, and Binghamton Leadership Institute
  • Responsible for calculation of year-end payroll accruals and year-end adjusting entries
  • Reconcile monthly bank statements
  • File quarterly NYS sales via web file
  • Maintain and reconcile petty cash
  • Call Chamber members who are delinquent with monthly insurance payments
  • Summarize, track, and report on event revenue and expenses, coordinating with event leads to ensure accurate reporting; reconcile event revenues to Chamber Master revenue reports; invoice attendees if necessary
  • Submit EFT withdrawals for monthly and quarterly membership dues, coordinating with the Membership Development Manager to ensure accurate withdrawals
  • Prepare financial data, including supporting documentation, for the monthly NYS On-The-Job (OJT) voucher; assist OJT auditor with cost allocation explanations and payroll tax withdrawal reconciliation to NYS-45 and federal 941
  • Collect data for year-end audit and tax return preparation; provide data for auditor requests
  • Issue 1099s and maintain W-9 file
  • Prepare yearly budget, compiling data and coordinating with President and department managers for Chamber, associated entities, and contracts. Providing recommendations for future income and expense estimates
  • Perform bi-weekly payroll function, including commission calculations and verification of sick and vacation balances; compile payroll reports to assist with quarterly reporting requirements
  • Maintain employee personnel folders in accordance with NYS DOL and IRS rules and regulations
  • Prepare data for worker’s compensation audit
  • Reconcile bi-weekly pensions uploads to ACCE records to assist with yearly ACCE pension audit
  • Provide new employee orientation, including explanation of benefits; provide forms to meet necessary NYS and federal reporting requirements
  • Inform employees when eligible for pension program and other benefits; assist with on-boarding processes
  • Establish yearly retirement meeting, encouraging each employee to meet with the retirement specialist; coordinate scheduling for the meetings
  • Respond to employee requests for account reports and needed analytical data
  • Liaison with insurance broker, responsible to obtain certificates of liability for events, contracts, and programs
  • Work closely with CPA firm, supplying information for, and coordinating preparation of yearly audit
  • Ensure the overall smooth running of the Chamber’s internal administration and its cost-effectiveness
  • Manage, in conjunction with the President and CEO, staff contracts and HR matters
  • Manage personnel procedures in relation to recruitment, training, holidays and appraisals, ensuring these are properly documented, and advise on relevant policies
  • Responsible for obtaining and documenting information concerning major business purchases, assets and any building improvements
  • Other duties as assigned

Preferred Experience and Skills:

  • 2-year degree in Accounting required, Bachelor’s degree preferred
  • 5 + years relevant work experience (advanced education may compensate for some work experience)
  • Strong proficiency with MS Excel and MS Word
  • Demonstrate working knowledge of Quickbooks Pro
  • Very strong attention to detail
  • Strong budgeting, financial forecasting and financial analysis skills required
  • Strong organizational, verbal, written, analytical, problem solving, teamwork and communication skills required
  • Ability to work in a fast-paced, deadline driven environment
  • Non-profit accounting experience a strong plus
  • Ability to learn and successfully utilize a membership database software program
  • Human Resources experience a plus
  • Ability to work occasional night or weekend events

Position is full-time, salaried, includes company 401k contribution, paid holidays, personal time and vacation, also includes health insurance, dental insurance, long-term and short-term disability and life insurance.
