Last week, voters in New York State paved the way for full-fledged casinos to operate off of Indian lands. Next week, Tioga Downs will break ground for a 275 vehicle parking garage. It also plans to build a hotel, spa, restaurant and water slide. Tioga Downs believes it will get the Southern Tier's license, because the Governor has said the licenses should be used to help create resort destination spots that will spur tourism.

"You have to remember that Tioga Downs has a location that's right at the beginning of the Finger Lakes where the resort aspect of our community can really come together and we'll be part of that resort community," said Tom Osiecki, President and COO of American Racing.

Tioga Downs' total expansion project would be more than $70 million.
