Bill Walsh says the application process to apply for the license is very involved and he has an entire team working on it.
Traditions, which is based in the Town of Union, already has a hotel and golf course, and would build a casino which would house electronic slot machines and table games.
Tioga Downs, which already has a racino in Nichols, has an agreement to operate a golf course and plans to build a hotel.
Walsh says his team is working with a legal team from Scranton that has been involved with the recent casino application process in Pennsylvania. He says if the process is like it was in P.A., it should mean good news for Greater Binghamton.
"We think New York is going to follow a similar process. It's a very transparent process. You can go online, watch the scoring and presentations, very similar to what has happened down there and what we're all for. If that actually does happen, it will have to be awarded on the merits and when it comes down to the merits, we obviously feel we have the best shot at making this happen," explained Walsh.

Meanwhile, New York State Senator Tom O'Mara, whose district encompasses Elmira and Corning, says Tioga Downs is the best option to get the license. O'Mara says Tioga is in a better position to attract tourists to the Southern Tier and the Finger Lakes.
"I think Tioga Downs has a lead position in its ability to win a full gaming license as we already have the investment here that Jeff Gural has made. It has been an important part of our community over the time it has been in existence, the number of jobs it has provided. They're here. They're ready to do an expansion," said O'Mara.

Tioga Downs and Traditions are also competing with another business proposal that would be located between Syracuse and Rochester.
