At about 7:20 a.m., a breaker tripped and locked open at a NYSEG substation in Binghamton, taking out power to 180 customers, including the Broome County Office Building, student housing units, the Holiday Inn, Broome County Veterans Memorial Arena and First Assembly of God.
The problem was traced to a problem with an underground cable at the intersection of Washington & Susquehanna streets.
By 9 a.m. power restoration was underway; by 10 a.m. the county office building opened for the day, and in the following hours the rest of power was restored.
