The man increasingly at the center of the heated debate over hydrofracking in New York State is heading west to California.

New York State Health Commissioner Nirav Shah is resigning to take an executive position with the Kaiser Foundation Health Plan.

Guidelines that would govern fracking have been on hold since September 2012 when DEC Commissioner Joe Martens announced that he had asked Shah to conduct a health review of the draft regulations.

Both pro-frackers and fractivists have been critical of Shah for the lack of transparency in the process and the failure to complete the review after 19 months.
