Several democratic legislators were upset recently when the county wasn't going to go to bid for a jail expansion project. The new rules will basically ensure that all legislators are on the same page when it comes contracts and have detailed information in front of them. The legislation requires that the department requesting a contract approval certify that the proper awarding procedures have been followed.
"What it does is when a resolution is presented say from public works to the legislature for approval, it can't be presented without the disclosure of whether it went through the RFP process, competitive bidding. If it didn't they'd have to disclose in the resolution itself why it didn't," said minority leader Dan Reynolds.
The new rule was supported by republicans and democrats.
