Governor Andrew Cuomo and legislative leaders have announced their agreement on a bill that will establish a state-wide medical marijuana program.

The bill ensures that the drug could only be prescribed to patients with serious health conditions, including cancer, HIV and AIDS, ALS, Parkinson's Disease, and multiple sclerosis.

Both physicians and patients would have to go through an extensive certification and registry process.

Doctors who wrongfully give out the drug could face felony criminal charges.
