Tioga Opportunities had been operating Head Start until the federal government opened it up to bidding.
FEN plans to continue offering Early Head Start to children up to the age of 3, as well as Head Start for 3 and 4 year olds at the same locations in Waverly and Newark Valley.
The Owego program will move to Abide in the Vine on Taylor Road.
FEN Director Darrell Newvine said his agency retained many of the former staff members, and that Family Enrichment has been providing Head Start in Broome County for 35 years.
"We get our reviews on a regular basis and our reviews are excellent. We're a very high-quality program. I think that's one of the reasons we were selected to do it because of our track record with Head Start and Early Head Start being a quality program. So, I think that had a lot to do with it," said Newvine.
Newvine said all 112 slots in Tioga County have already been filled and there is a waiting list.
He said the federal government expanded Head Start funding allowing for 30 additional spaces in Broome which have also been filled.
