It started at about 3 a.m. Wednesday morning in the center of the complex along Floral Avenue in the village.
The Johnson City Fire Department helped get some residents out of the building by ladder through their windows.
A sign on the front door of the building reads that the building has been deemed unsafe by the Town of Union and there is yellow tape around the entrance.
There are currently 12 residents at a local shelter that has been set up by the American Red Cross at a nearby church.
We expect to learn more about the investigation Thursday.
